The Fifth Circuit affirmed the district court's dismissal of plaintiff's actions under the Federal Tort Claims Act (FTCA), alleging that his discharge by a VA hospital and its employees intentionally inflicted emotional distress upon him and tortiously interfered with his business relationships. The court held that the Civil Service Reform Act (CSRA) preempted plaintiff's FTCA tort claims relating to his discharge for alleged whistleblowing.
